Job Skills / Requirements

The Program Manager oversees TSA Screening Partnership Program (SPP) screening operations at Charles M. Schulz–Sonoma County Airport (STS). The Program Manager supervises screening personnel, ensures compliance with TSA and company requirements, coordinates training, and supports safe, efficient operations.

Minimum Qualifications

  • Five (5) years of supervisory or management experience in aviation security, airport operations, federal security contracting, military, law enforcement, or a related field.
  • Three (3) years of personnel leadership experience.
  • Experience managing daily operations and employee performance.
  • Strong leadership, organizational, communication, and conflict resolution skills.
  • Ability to make sound decisions in a fast-paced environment.
  • Ability to obtain and maintain a U.S. Government Secret Security Clearance.
  • U.S. Citizenship required.
  • Bachelor's degree preferred; equivalent education and experience considered.

Preferred Qualifications

  • Former TSA Supervisory Transportation Security Officer (STSO) or higher.
  • TSA Screening Partnership Program (SPP) experience.
  • Experience supervising airport screening personnel.
  • Knowledge of TSA SOPs, National Training Plan (NTP), and directives.
  • Experience with employee relations, investigations, corrective actions, and emergency response.

Essential Duties and Responsibilities

  • Supervise supervisors and Transportation Security Officers.
  • Ensure compliance with TSA, company, and contract requirements.
  • Manage staffing, scheduling, performance, and operational improvements.
  • Coach, evaluate, and develop employees.
  • Coordinate hiring, onboarding, training, and certifications.
  • Conduct employee inquiries, investigations, and performance documentation.
  • Resolve passenger concerns and maintain customer service standards.
  • Prepare operational and incident reports.
  • Serve as liaison with TSA, airport, and company leadership.
  • Manage operational supplies, equipment, and records.
  • Support emergencies and 24/7 airport operations.
  • Perform other assigned duties.

Physical Requirements

The physical requirements below are representative of those needed to perform the essential functions of this position:

  • Stand and walk for extended periods throughout airport facilities.
  • Occasionally lift and carry up to 25 pounds.
  • Travel between terminals, checkpoints, baggage screening areas, and offices.
  • Communicate effectively in person, by phone, and in writing.
  • Respond quickly to emergencies and exercise sound judgment under pressure.
  • Work in indoor and outdoor environments as operational needs require.
