We are looking to employ an NCR Recruiter & Human Resources Specialist for the Nation Capital Region Washington DC/Maryland contracts.  This candidate must have outstanding written, verbal, and interpersonal communication skills and is expected to be a conceptual thinker with fantastic organizational and time management skills. They will have excellent recruiting, administrative, and technical skills with the ability to multitask and adapt in a fast-paced environment.

To ensure success, the candidate should display strong problem solving and decision-making skills with a strong understanding of employee relationships, staffing and recruiting management and HR regulations, policies, and procedures. Top candidates will be fantastic at managing conflict, effective with verbal and written communications and thorough in the recruitment process. 




Location: Hybrid - Washington DC/Maryland contract locations (onsite)

Security Clearance: Preferred

Must be a U.S. Citizen. A high-level Department of Defense (DoD) active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Summary:

Excalibur Associates Inc is a government contracting company with contracts in a range of security related fields (Armed Security, Emergency Management, Badge and ID, Continuity of Operations, National Security Investigation support). This position will provide corporate support with a primary emphasis on recruitment services that may include marketing job opportunities to generate candidate interest, screening applicants based on qualifications; coordinating interviews with the hiring manager; coordinating background checks; administering tests; verifying references; facilitating hiring paperwork; and reporting progress and results. Additional responsibilities include training, training support, training coordination, administrative support at various contracts and quality assurance support.

Responsibilities:

  • Recruit top candidates for various contracts and serve as the main point of contact throughout the entire recruiting and onboarding cycle
  • Build and maintain relationships with candidates including outbound calling to match them with open positions
  • Understand our clients’ business, contract requirements, training and credentialing requirements for positions that need to be filled, as well as their specific technical and cultural environments to best match the candidates with their hiring needs
  • Negotiate unique compensation packages (wages, benefits, etc.) to attract and hire candidates for each contract
  • Assist in conducting and coordinating training (primarily of new candidates)
  • Assist in administrative tasks such as ensuring all records have been maintained to client standards at each site
  • Assist with Quality Assurance and surprise inspections at various locations
  • Other duties as assigned

Requirements:

Candidates must meet or exceed the following minimum qualifications:

  • Suitable for federal employment
  • At least 18 years old
  • High school diploma or equivalent with additional post-high school education
  • Valid driver’s license
  • Able to successfully pass the E-Verify employment verification check
  • Successful completion of a pre-employment physical/drug test (if applicable)
  • Able to obtain or maintain a secret clearance
  • Able to work weekends, nights, and holidays as needed
  • Able to comply with Federal Acquisition Regulations
Qualifications:
 
  • Bachelor’s Degree OR Military experience OR Associates Degree with at least 3 years of professional experience.
  • Knowledge of EEO and other recruiting best practices.
  • Enthusiasm to network and build strong relationships with others while maintaining high ethical standards
  • The ability to work in a team environment and the ability to relate openly and comfortably with diverse groups of people
  • Excellent written and oral communication skills that are leveraged to seek out others’ perspectives by asking good questions
  • An eagerness to learn is necessary with enthusiasm to experiment to find best possible solutions.
  • Ability to learn and understand Human Resources practices, Union Contracts, and Government Contracts requirements.

Compensation:
Exempt position

Salary is $80,000 per year (commensurate with experience, knowledge, skills and abilities)

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position requires typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 50 lbs.
