Project Manager at the United States Department of Agriculture (USDA) Headquarters in Washington D.C.

The position of the Project Manager (PM) provides overall management and oversight of contractor management, supervisory, and officer staff performing services against issued task orders throughout the area of operations on the USDA Washington, DC campus. The PM is a direct support to the Executive Vice President of Operations or his designee. The PM will also communicate with the Contract Officer (CO) or his designee the Contract Officer Representative on all matters of contract compliance and support. The PM or his designee is the corporate representative authorized to conduct contract execution as designated by the senior management of Excalibur Associates.

The PM is also responsible for reviewing and ensuring the validity of all operational reports, documents, and personnel actions prior to submission to the next level of management. In addition, the PM coordinates the activities of the Deputy Project manager (DPM) and subordinate supervisors in order to accomplish organizational or operational goals.

The PM is empowered with the authority necessary to handle events in exigent circumstances. The PM manages the contract armed security force. The services provided include armed security force management and staffing; monitoring alarm activities; detecting, deterring and reporting safety/security hazards, unauthorized, illegal, or potentially life-threatening activities; performing visitor screening and processing, patrolling campus grounds and responding to emergencies or calls for assistance. The purpose of services is to maintain a secure environment in which Citizens and Government employees can conduct business with confidence.

Essential Duties and Responsibilities

  • The PM shall have complete authority to act for the Contractor during term of contract.
  • The PM shall have the authority to accept notices of deductions, inspection reports, and correspondence on behalf of the Contractor.
  • The PM shall have overall responsibility for implementing and monitoring the Contractor’squality control plan.
  • The PM is accountable for ensuring the Contractor’s workforce complies with all documented contract requirements.
  • The PM’s duty hours will be established by the COR. During duty hours, the PM shall be available within 30 minutes by telephone or in person to discuss deficiencies. During non-duty hours, the PM shall be available within two hours. If the PM anticipates a period, to include vacations, during which he/she will be unable to meet the above response timeframes (e.g., medical procedure, scheduled vacation, etc.), the Contractor shall notify the COR in advance and designate an alternate PM to fulfill these responsibilities on a temporary basis. The temporary PM shall have qualifications commensurate with the minimum qualifications detailed above for the PM. Minimum Requirements
  • The PM must have the ability to gain and maintain a minimum of Tier 3 Investigation completed on the Standard Form (SF) 86, and possess a Secret clearance.
  • Possess a minimum of five years of specialized experience. Specialized experience includes project management, experience in staffing and control resources, and demonstrated capability in managing/tracking training and certifications.
  • Must have a bachelor’s degree in any field of study or have substantial (12 years or more) and credible law enforcement, physical security, military or business management experience, which demonstrates individual’s capacity to effectively manage a security force and contract/task order equivalent to scope, magnitude, and complexity as described in this PWS.
  • The PM will ensure the conduct of quality assurance audits and provide reports as specified or necessary to ensure the health of the contact and protective force
  • The PM will work in conjunction with Human Capital Manager to conduct investigations and/or inquiries as needed to ensure compliance with the Excalibur Respect Policy
  • The PM will monitor and evaluate employee performance and ensure the administration of documentation and progressive disciplinary actions is in compliance with the Excalibur Code of Business, the employee handbook and the Combined Bargaining Agreement (CBA)
  • Develop, implement, and execute policy as necessary to meet and maintain operational protocols and requirements
  • Develop and execute operational protocols in emergent situations (Gov. Closures, emergency response).
  • Possess excellent written and verbal communication skills

Annual Compensation rate is commencerate with knowledge, skills and anilities

Rnage: $120,000 - $160,000 per year

In addition to your monetary compensation, you will be eligible to participate in the following benefits:

  • Paid vacation as follows: 10 days each year for the first 5 years of employment, (granted on your original anniversary date.) Thereafter, you will earn 15 days of paid vacation
  • 11 days paid holidays annually

Rnage: $140,000 - $160,000 per year
